Private Education Act

Under the Private Education Act, the Committee for Private Education (CPE) was set up to regulate the private education industry in Singapore. All Private Education Institutions (PEIs) in Singapore have to be registered with the CPE.

In October 2016, the Council for Private Education was renamed as the Committee for Private Education and is appointed by the SkillsFuture Singapore Board (SSG) to carry out its functions and powers relating to private education under the Private Education Act.

The Enhanced Registration Framework (ERF) sets the minimum standards that all PEIs must meet through the mandatory registration requirements. ACC is registered with CPE under the ERF.

Student Contract

It is mandatory that all students (local and international) sign a Student Contract upon registration of any course that is more than fifty (50) hours in duration with ACC Institute of Human Services (ACCIHS).

The Student Contract provides student protection through clear and transparent contracts and important terms and conditions governing the relationship betweenACC Institute of Human Services and the student. The terms of the contract are guided by the template provided by the CPE. By signing and returning the Student Contract, students agree to the terms and conditions as stated in the contract.

Prior to signing the Student Contract, all students must also acknowledge in writing that they have read the ‘Advisory Note to Students’

The PEI-Student Contract has to state the following information:

  • Course Duration and Title
  • Course Start and End Date
  • Qualification Awarded
  • Course Schedule with Modules
  • Scheduled Holidays
  • Course Fee Breakdown
  • Installment Schedule (where applicable)
  • Miscellaneous Fees and Refund Table

Industry-Wide Course Fee Protection Insurance Scheme (IWC)

The Industry-Wide Course Fee Protection Insurance Scheme (IWC) is administered by CPE under the Enhanced Registration Framework (ERF).  The purpose of IWC is to protect the unconsumed course fees paid by students in the event that a PEI is unable to continue operating. All PEIs under the Enhanced Registration Framework (ERF) must subscribe to IWC.

ACC Institute of Human Services has appointed Lonpac Insurance Bhd (one of the service providers appointed by CPE) for the Industry-Wide Course Fee Protection Insurance Scheme (IWC).

The IWC is a group-based insurance policy that provides coverage to students studying in the PEIs. The PEIs must subscribe to the IWC if they wish to collect up to six months of course fees at any one time.

As the ACC Institute of Human Services is embarking on the process of being EduTrust-certified, we have also implemented the Fee Protection Scheme for each incoming student.

Cooling-Off Period

There will be a cooling-off period of 7 working days after signing the PEI Student Contract.  Students have the right to cancel the contract within the 7 working days and any withdrawal request must be submitted in writing to ACC Institute of Human Services.

The student will be refunded the highest percentage of the fees already paid if the student submits the withdrawal request within the cooling off period (refer to Clause 2.3 of PEI Student Contract). After the cooling-off period, ACC Institute of Human Services’ refund policy will apply.
